GLEC is currently under contract with the Passaic Valley Sewerage Commissioners to develop a site-specific criterion for chlorine produced oxidants (CPO) for PVSC's outfall to the New York/New Jersey Harbor. PVSC currently has a water quality-based effluent limit for chlorine in PVSC's 330 million gallon per day effluent discharge. Multiple tests performed by GLEC with PVSC's effluent have suggested that CPO is considerably less toxic in PVSC's effluent than would be expected based upon data in EPA's chlorine criteria document.
Based upon this observation, GLEC approached both the New Jersey Department of Environmental Protection and EPA with the concept of developing a site-specific criterion for CPO. Based upon interactions with both the State of New Jersey and EPA, GLEC is preparing a plan to develop a site-specific criterion for CPO. After the plan has been reviewed and approved by the regulatory authorities, GLEC will perform the necessary laboratory investigations in a mobile bioassay trailer on site at PVSC. The results will then be evaluated by GLEC and presented to the State of New Jersey and EPA for their review.
